Handling Industrial and Mine Explosives Project and Planning Industrial and Mine Explosives Factory

This program is about the handling of the Industrial and Mine Explosives Project by Kaohsiung Ammonium Sulfate Co., Ltd. from 1955 to 1960. It included sending the company's proposal on the Industrial and Mine Explosives Project to the Economic Stabilization Board, the Industrial Committee, Executive Yuan, and sent the financial analysis of the Industrial and Mine Explosives Project and the debt service plan after the factory goes into operation to Taiwan Provincial Government for permissions. Besides, The Taiwan branch of the U.S. Safety Agency endorsed the plan and gave suggestions to let Hualien Nitrogenous Fertilizer Company to manufacture industrial and mine explosives. It also provided recommendations such as the closure of Shuang-Ji Pharmaceutical Factory, letting private companies run the industrial and mine explosives plant, etc. In July 1960, the Ministry of Economic Affairs gave an order that the Industrial and Mine Explosives Project was to be handled by Kaohsiung Ammonium Sulfate Co., Ltd. The Council of U.S. Aid also wrote Shuang-Ji Pharmaceutical Factory to transfer both completed and unfinished work to Kaohsiung Ammonium Sulfate Co., Ltd. in the same year. The Kaohsiung Ammonium Sulfate Corporation filled out the "Neighborhood Agreement to Establish the Plant" paper and sent it to the Chi-Wei Sugar Refinery. It also conducted transferring and took over work of the Shuang-Ji Pharmaceutical Factory. Additionally, from 1961 to 1965, it sent to the Taiwan Provincial Government for permission the company's proposal on the industrial and mine explosives plant along with its financial analysis. It corresponded with the Dashu Township Office of Kaohsiung County Government for permission in establishing the plant. After the 26th Arsenal Factory of Combined Logistics Command agreed to temporarily lend the Shuang-Ji Pharmaceutical Factory land to be used for the industrial and mine explosives plant. The Kaohsiung Ammonium Sulfate Corporation reported to the Provincial Government the cooperation arrangement (assisted by the Council of U.S. Aid) between the Industrial and Mine Explosives Project and the U. S. Atlas Company (American Atlas Chemical Industrial Co., Ltd.). It also submitted the application of establishing the plant to the Taiwan Provincial Government.
