Initially, Kaohsiung Ammonium Sulfate Co., Ltd. and the 26th Arsenal of Combined Logistics Command can be said to be two factories in one. The equipments transported from Hanyang County were set up in the Arsenal and small-scale production (5 tons of anhydrous ammonia, 50 tons of sulfuric acid, and 20 tons of ammonium sulfate daily) was started. The first phase of Expansion Plan launched in 1951 saw the beginning of Kaohsiung Ammonium Sulfate Co., Ltd. This Program is about Taiwan Provincial Government passing the proposal of purchasing fertilizer equipment from the 26th Arsenal in 1949; funding allocated from Bank of Taiwan; and making amendments to the contract. In 1955, the issue of separating Kaohsiung Ammonium Sulfate Co., Ltd. and 26th Arsenal was reviewed. The report suggested that 26th Arsenal ran the operation on behalf of Kaohsiung Ammonium Sulfate Co., Ltd.
